WebClocksmith gets Craft Construct at 1st level (bypassing the level and feat prereqs) with the caveat that non-clockwork constructs cost 50% more time/gold. However, as far as I can tell, all clockwork constructs require CL12+ to create, making this completely useless for anything other than repairing your familiar.
