WebbYou can edit Non-Lot terrain by using 'Edit World'. You can only edit certain things in 'Edit World' mode, like moving/adding/deleting trees, shrubs, flowers, etc. Other basic terrain modifiers (raise/lower terrain, create pond, change ground patterns, etc.) cannot be accessed in that mode without creating a lot. Navigate back to the top and click the yellow strip that is highlighting the block. From there, click Delete Ceiling. If the game will not change the terrain enough for you to place your road or building, you'll have to shift it over in small increments until you find an acceptable location. When you're in Edit Town, there's a button on the interface bottom left, next to the Bulldozer tool that's called World Editor when you mouse over it. It came with Ambitions/patch I believe.
WebbUnfortunately, you can't. In order to create new roads, you have to create a whole new map, which is done in Sim City 4. Mootilda made a tool so you can replace the roads, terrain, etc from one neighbourhood with another, so if you created a new map you could switch it out and still keep your houses and families. 4.
